Very early in the life cycle of Wired 96.5 in Philly the entire staff was hanging out at a pool and Clifton asked "What's the thing you like where people go to shopping malls at Christmas running around asking questions?" I said "Secret Santa?" He said "That's it. What if we did it with an entire city searching for one person?"

Thus was born the Fugitive.

And it was good.

Newcap and also BRMB in the UK did slightly insidious versions of this as "The Shadow".

"Troll" is a great term, and coincidentally Island 106 in Panama City just had someone hack into their database and steal loads of listener profiles, and is now stalking someone in the market. The Island 106 Troll.

The beauty of these promotions is that it actually engages non-contest players and you have visuals so you can then have evidence for people to dissect. Like the 1.4 million clicks that Kiss in Boise got in 3 weeks with Fugitive or the 5000 people who joined a chatroom at KDWB to share leads.
