Free Stuff!
Perhaps my favorite out-of-work morning person has landed a non-Radio job that actually might help you come up with stuff for prizing on the streets.
She's at Win Win Radio and they're one of those companies that will send you product from clients for mentions. No money. But, I know at least three stations right now that seem to spend an inordinant amount of time calling clients and begging for something, anything for giving out at all their remotes, appearances and street stuff.
This is run by Radio People so they are sensitive to crap like "jock chatter" and "listeners call in and tell their stories about using head lice cream." They're flexible. They have stuff that needs to be said and as long as you're within the box, you should be cool.
They also will have giftcards from clients too.

4th Of July Personal Shopper
One of the stations has a client that will give them some cash to be used for prizes. They just want, yes, added value. WPGC did something for the 4th that would be perfect for this kind of situation; they had listeners submit grocery lists for what they were going to need for their holiday barbecue. The station picked a few of them, went, did all the shopping, delivered the stuff and paid for it.

Understanding that each pair has a promotional value of, well, a million dollars, a station to remain nameless has $30,000,000 in tickets in the GM's drawer. You want to lop a couple of pair off the top and save them for TV ops, ie: stunts. Said station is looking at doing Tantrums For Tickets. Junior AND Senior Divisions. (Kids and moms) Videotaped tantrums will be posted and voted on.
All Access Summer
A, again, station to remain nameless is going to give one winner a pair of tickets to every show for the summer. He/she/it will be their entertainment reporter and will shoot pics, blog and basically cover the music scene all Summer. Also a good umbrella if you have a ton of tickets and have done the 10,000 ticket bit already.
