One of the PD's has a Google Alert set up to notify him about ANYthing involving his contest. Which is how he quickly subverted a major cash promotion they were about to start.

i have a twitter search feed monitoring keywords from my city. if a random person tweets anything about the competition (liking them, not liking them, contests etc) i have an ear to the ground.
last week, when the competition's transmitter was on the fritz (making fm sound like am) i could respond to people tweet complaining about it and inviting them to check out our top 40 beast that was clear as a bell.
Progressive Signage
1. Signage draws people to your events and appearances. Doubt me? Do two of them back to back. One with 100 banners going for several blocks in all directions. Then do one with no signage and the vehicle parked back next to the client. Get back to me and tell me how it went.
2. Since most stations suck at signage, if you put a moderate effort into it, you'd win.

FRED-FM has done progressive signage. Signage that spells out a phrase as you approach the location.
It could be something like
Slow down!

Is Only

Down
The Road!
Apply
Brake
...now
You just drive slowly down the block handing them to an intern who sticks them in the ground. Bannering is done in two minutes.
